On December 17, 2019, the Shanghai Municipal Public Security Bureau's Cyber Security Defense Corps received the “Letter on Collaborative Combating of Illegal Post Deletion and Internet Extortion and Criminal Offences” by the Network Information Office of the Municipal Party Committee. The letter notified a group that reported WeChat public account “Funding Bureau” Extortion in the name of deleting posts.
After receiving the report, the Net Security Corps, together with the Jinshan Public Security Bureau, immediately carried out investigations. On December 25, the criminal suspects Qiu Mou and Mo Mou were arrested and brought to justice. The case of extortion and extortion by deleting posts was successfully solved.
After investigation, on December 12, 2019, a group company found that the WeChat public account "Funding Bureau" spread false reports of the company. The public number was subsequently contacted and asked to delete the false information. After receiving the company's withdrawal letter, the criminal suspect Qiu Mou asked the company for RMB 2,000 in the name of advertising on the WeChat public account "Funding Bureau" and informed the suspect Mo Mo of the above situation. The company's misinformation must be deleted after receiving the payment. In the end, the company paid 2,000 yuan to Qiu Mou and Mo Mou.
After interrogation, the two criminal suspects explained that they jointly operated WeChat public accounts such as the “Bureau of Finance” and expanded their online influence by forwarding various financial news and other means, thereby earning revenues such as traffic fees and advertising promotion fees.
During the interrogation, the two kept their confession on the facts of the crime, and after investigating the electronic equipment, they found relevant chat content and fund transfer records. At present, the criminal suspects Qiu Moumou and Mo Moumou have been taken criminal coercive measures by the police according to law, and the case is under further trial. On January 9, 2020, the WeChat public account "Funding Bureau" was closed according to law.
